The Australian Energy Regulator (AER) has released its Advanced Metering Infrastructure draft determination for consideration and comment by interested parties.

The draft was published in relation to the budgets and charges of CitiPower, Jemena, Powercor, SP AusNet and United Energy Distribution. The five Victorian distributors which will install and own the meters are required by the State Government to rollout AMI (sometimes referred to as smart meters) by 31 December 2013 to all residential and small business customers.

The draft determination establishes the basis for the metering charges payable by Victorian consumers using less than 160MWh of electricity per annum over the period 2012 to 2015.

In its draft decision, the AER considers the Victorian electricity distribution network service providers (DSNPs) have not substantiated their proposed total budget for this period of $1.24 billion and considers a total budget of around $760 million meets the relevant tests set out in the Victorian Order in Council that applies to the assessment of the program.
